Dear Commissioners

I’m asking you to require City Staff to include Land Use and Zoning in the Morena Specific Plan PRIOR to its submission for environmental review in May of this year.

At your informational meeting on April 20, 2017, a presentation was made by City Staff updating progress on the Morena Specific Plan. I concur with your suggestions to identify Land Use and Zoning recommendations and include them in the Draft Plan PRIOR to submission for environmental review.

In October of 2016, City Staff inexplicably removed Land Use and Zoning from the recommendations of the Ad Hoc Subcommittee representing the Clairemont Community Planning Group. City Staff intends to submit the draft Plan without Land Use and Zoning. They have now incorporated those elements of the Plan into the larger Clairemont Community Plan Update, which, by the City Staff's estimation, will take another 3 years to finalize.

Many in our community have engaged in the planning process by attending the Morena Specific Plan Subcommittee meetings since July 2015. The community and the Subcommittee's recommendations regarding Land Use and Zoning are well known by City Staff. The final approval of the plan was originally estimated by City Staff to occur by Spring 2017 per their timeline chart. An enormous amount of taxpayer money has been spent to finalize the Plan. Removing Land Use and Zoning from the draft means more money will be spent for additional environmental review. Uncertainty for all parties-the community, private land owners and developers- will continue over height and density allowances.

I agree with Chairman Hasse that including Land Use and Zoning in the draft Plan will “provide certainty not only for the community and what they will see, but also certainty for the private land owners and developers."
Please help us streamline this process by requiring City Staff to identify and include Land Use and Zoning in the Draft Morena Specific Plan PRIOR to environmental review.

I’m asking you to request that Mayor Faulconer instruct City Staff to include Land Use and Zoning in the Morena Specific Plan PRIOR to its submission for environmental review in May of this year.

Please help us streamline this process by requesting that the Mayor instruct City Staff to identify and include Land Use and Zoning in the Draft Morena Specific Plan PRIOR to environmental review.

THE PROBLEM

Land Use and Zoning (height and density allowances) have not been included in the Draft of the Morena Specific Plan that is scheduled for Environmental Review this May.  As a result, no written or effective guarantee has been included in the Plan to maintain the 30ft Height limit or limits on units per acre.  Planning Commissioner Chairman Hasse has made a formal recommendation that Land Use and Zoning be included in the Draft Specific Plan PRIOR to environmental review in order to “provide certainty not only for the community and what they will see, but also certainty for the private land owners and developers.”   Read the transcript of this interchange: Chairman Hasse Comments.

The Commissioners are adamant about getting as much housing as possible no matter what the impact to height limits, roadways, parking, etc!
